San Diego Unified Port District’s Chula Vista Bayfront

CB Urban Development's Role:

Development of the 560-acre Chula Vista Bayfront Master Plan site had languished for nearly a decade due to the inability of the San Diego Unified Port District (Port) and the City of Chula Vista to reach a consensus with the environmental community, organized labor and private developers on the development plan. In 2009, the Port retained Charles Black, to move the project forward. Within a year, Mr. Black had (i) forged a unique alliance, memorialized in a settlement agreement, among community groups, environmental advocates, organized labor to support the project, (ii) negotiated a groundbreaking exchange agreement with private developers to permit residential uses within the planning area and (iii) structured a project financing arrangement between the Port and the City to finance the project’s needed infrastructure. These actions allowed the Port Master Plan Amendment permitting approximately 3 Million square feet of development to be approved by the Port and the Final EIR to be certified without opposition in April, 2010 and the Coastal Commission in August, 2012.
